If they're paying for new materials that can be used year to year that would be one thing, but even then $1000/student is outrageous. I'm telling you, special education teachers could teach reading to any child because they look at each child individually AND they don't have to be retrained to do that. They already have a variety of approaches, if they're good at what they do, anyway.
