I don't think they would refuse to turn him over but as I understand it you do have to negotiate the terms of his surrender with the Secret Service. The weirdest part to me is, he gets Secret Service protection in jail, so if he went to jail, he would have round the clock protection in jail. What a shit detail that is, to be one of the guys that has to basically go to jail with Trump.
