because he was speaking in typical white conservative code by throwing in the word "illegal"....The most disgusting aspect is what Eugene pointing out - that poverty is a huge, across all racial lines problem where there are more poor whites than blacks, but these disgusting politicians are successful in driving attention elsewhere by use of their "code" words.
