Sadly, this is an event that finds itself repeated again and again, as drivers such as the one in your experience generally do not understand the dynamics of the situation, and will make the same mistake.

If you see something going on, if it looks like someone is going to try to cross the road and you want to allow them to do so safely . . . don't stop before them; pull just past them. If you stop before them, drivers in the other lane cannot see them, nor can they see the danger. If you pull just past them, they'll be visible to the other lane, as will the other lane be to them.

So glad you and your brother didn't become victims to this common, tragic mistake. I could tell you some stories.
