Even in the world of mining, Uzbekistan is known as being unacceptably corrupt and that's saying a lot, when you consider the unsavory places mining companies clamor to get into.

I have a couple of friends from Kirgizistan and they have horror stories about the place just from brief visits across the border. The Uzbek government would have to improve substantially to be considered a mere garden variety human rights violator.
