I don't know what Franken would have done had he not been told by Senate leaders not to permit any remarks past the alotted time.

I suspect out of the usual deference he would have allowed Lieberman to speak.

But Republicans, and apparently Lieberman, are using every slowing tactic thay can come up with, i.e., the reading of amendments.

They should all have to stay in their seats during the reading, I doubt they would ask for more than one, then they'd probably call for a vote to stop it halfway, if that far into it.

On policy matters they are equal, but on procedural matters a certain recognition of seniority should be observed.

We are being treated to the guts of legislative bargaining. Ben Nelson, achieved quite a mecicaid coup for Nebraska today that finally earned his 60th vote on stopping Republican filibusters.

It appears that the Christmas Eve vote may make its appearance, but then the heavy conference committee negotiations begin, and that ain't gonna be easy.
