Funny that you should have found that sketch Andrea. Those two are John Clark and Brian Dawe (not sure of the spelling), who have a small spot on TV after the news and 7.30 Report. They are political satirists and they do their job very well, pointing out the ridiculousness of what some politicians spout. John Clark has also been involved with TV shows on the ABC such as The Games, which was about Sydney preparing for the Olympic Games in 2000 - again a very funny and clever satire.
