In this installment, Chavez nukes his main legitimate claim on power, which is that he has always been democratically elected. In the case of the city of Caracas, Chavez' candidate lost the election last December. But the local police force actually barred the mayor elect from entering his own offices. And now the rubber stamp congress creates a "special administrative position" which essentially has all the power of the mayorship.

Meanwhile, in the country's second-largest city Maracaibo, the president levels what many assume to be trumped up corruption charges against the mayor there. That guy, Manuel Rosales, not coincidentally just defeated a Chavez-backed candidate after completing two terms as governor of the state, where he was popular with the locals.

Make no mistake about it. The dictatorship has arrived. And if Sean Penn can't see that, screw him.
