No, but I wasn't really referring to them. What the publicity from refusals (which are more often only partial refusals) of stimulus has done is gotten people talking about stimulus. After all, this isn't just free money that falls from a tree. There is a consequence and debt tied to it. In some cases, there are other federal mandate programs attached.
But I'll agree that angling for a "more conservative than thou" bragging right is probably a good part of their agenda. But so what? Real fiscal conservatism ought to be a badge of honor, not an insult.
