If he tries to get every idea and program through, perhaps.  I don't think he'll get that far or even try to do so given the current economic climate.  And if things really start going as the article suggests, the Republicans will come back strong in the mid-term elections as during the first Clinton presidency.  Dems losing a majority in one or both sides of Congress would add some balance.
