Neither of those is the biggest obstacle. The biggest obstacle is getting enough hydrogen even if there were more fuel stations. Making the amount of hydrogen necessary to deal with full-scale transportation needs is/would be a very energy-intensive, greenhouse gas-producing process.
Gotta start somewhere, though. A breakthrough in catalizing reactions to make hydrogen would be a real game-changer.
