If the Iraqi army is winning then I would have to say they are "stood up", which is indeed good news and is also the definition of victory for us and it is time to leave, this, by the very measure presented to us, no ?

Unfortunately, this "counterinsurgency campaign" strategy was to dole out bags and bags of cash in order to buy some temporary peace, then "we" move in and take the territory of the people we have paid off ?

I can't imagine that will send a positive message that will sustain a lasting peace. But now that the Iraqi army and government is "stood up", I'm sure they can handle it from here on out.
