Webster Tarpley is the speaker. After his own introductory remarks, I would suggest beginning at about the 59:00 mark, thereby skipping over a lot of 9/11 speculative review and getting to the analysis of means of operation.

Among so many other things he explains is why looking for means, motive and opportunity does not apply in an intelligence operation. Then he goes through various types of historical operations.

A fairly fascinating talk.
