I'll admit that he'd probably be even more unilateral than now. But I think the original question was how Castro (the megalomaniac of this post) and his ilk come to power. In his case force; in Bush's (possibly) subterfuge? Bush doesn't strike me as a megalomaniac but rather as a dangerously inept reader of reality in foreign relations.
