Pat, other than your masturbatory rantings only a right wing loon would love, where is the meat when it comes to your subject line?If anything, it appears the funding wasn't provided for notification, which more than anything is probably the blame of NRA loving congress people with small peckers supplemented with gun fetishes that didn't want to fund them. Besides, don't you know, 9 out of 10 psychologists state men with desires for big guns have some sort insecurity when it comes to penis size and masculinity.
