Absolutely eligible. He only served 1 term and no part of another. The clause you stated would cover a situation like Ford, who finished Tricky Dick's second term. Had he been re-elected in 1976 he would have been done, even with only serving less than 7 years.The fact remains that GHWB's record as president the first time round doesn't really set him up for election success next year, regardless of how much worse his son is perceived to be. And he'll be what, 88 in 2013 when his term expires?
