Actually, No.
What happened was that the local energy conglomerate, CEI, wanted to buy Muny Light, The city owned power plant. Dennis wouldn't sell, and the powers that be didn't like that, and pressured the banks to call in the City's loans. Ralph Perk, who preceeded Kucinich, had run up an enormous debt building "magnet schools" in an attempt to thwart a federal integration suit. (those schools were done on the cheap and are now` falling apart) Anyway, the banks complied, forcing the default. This was borne out years later by freedom of informatin act documents and some of the participants coming forward. Dennis was Right. The plant now operates at a profit and is expanding.
