You were talking about Veteran's benefits..correct? Then, only VA can do that. Civil courts don't have jurisdiction over VA affairs, and I don't see why they should. Why is that so hard to understand? It's a similar situation to Military who commit crimes in Military service. They are subject to the legal process of military court in most instances and are not tried by civil courts. They are subject to military law while in Military service.
