Can anyone tell me why an off duty police officer driving an unmarked car would follow someone for over 20 miles, then shoot them three times in their own front yard?

There were no calls for backup, and the officer made no effort to identify himself.

And I'm sure it had nothing to do with that same police force having dropped trumped up charges against the same person just days before. And of course it couldn't possibly be on account of his race.
