Unfortunately the perception in Africa appears to be that human life is cheap. If you take a life, their will be little or no consequence, so why not? Last week I witnessed a "road rage" incident, although it was at a filling station. It escalated from raised voices to weapons being drawn so quickly, it was frightening. And, sadly, it was a racial thing. If the garage owner had not had the bravery to intervene (which I, sadly, did not), I am 100% convinced I would have seen someone get shot stone dead at point blank range.
