Firewire (1394) or USB?
Had this happen once on a friends computer. He purchased a Maxtor external HDD and it didn't show up in My Computer. or if the link fails, go to http://www.maxtor.com and check out the knowledge base for external HDDs. Alternatively, do a search on Microsofts web site on connecting external HDD. Good luck.

PS! I assume that you've followed the installation instructions to the letter, otherwise that may be the cause.
