1) The government is compentent,
I think there are elements of our government that are but in these times we like to portray them all as bumbling buffoons. Having Dubya as President has done nothing to help matters.
and, 2) The government can keep a secret.
They keep loads of secrets and they leak what they choose...I think that's been proven time and time again.
