There's no evidence torture was policy. Depends on how you define it, but physical torture is ineffective anyway and results can't be trusted. What we have admitted doing is more in the psychological area.
You really think anyone believes Bush should be impeached for war crimes against civilians? Since when were civilians ever the target?
