Actually, probably not an explanation at all. The vast majority of Ohio precincts used punch cards - including mine. In fact, I didn't talk to anyone that used an electronic one, though I know there were some in use.
On another note, I thought both campaigns did an exceptional job in Ohio in targeting their respective constituencies, the Bush camp just did it a little better by not attempting to court the swing vote but rather energizing his base. Across the state, there was a 70-80% turnout...it was phenomonal.
