Please correct me if I am wrong but didn't our government 'allow' the poppy trade to continue?

Wasn't there some kind of deal made to allow the growers to grow because of something to do with the local economy completely collapsing if it was stopped and they didn't need that headache(or resistance) in addition to there nation building, Osama heading hunting distraction, I mean excursion.I'm certain I heard something about/like that, say 18 months ago or so just before the planting began. I believe this will be the 2nd harvest since we arrived.Don't get me wrong, drugs are a serious problem but our laws support and promote criminal activity. At home and abroad. On top of which they are ineffectual.
