The city of Lakewood tried to do the same thing recently when they redesignated a well kept neighborhood as blighted so a developer could take it over for one of those neo-village developments. The neighborhood rebelled and defeated not only the desgignation, but the mayor in the next election. I'll dig around and see if I can find some background on it.
