I disagree. I'd compare it to a national "Amber Alert" which has proven to be very effective.

We may disagree on the pros and cons of the system but for now it's all we've got standing between us and another attack.

Here's the problem; even if this system prevents 99 out of 100 planned terror attacks, it will have failed and Osama will have succeeded. A 99% success rate is unacceptable. We have everything to lose. They have nothing. They're like the kamakazi pilots in WWII. Our forces were able to shoot most of them out of the sky before they did any damage. But some of them got through. THIS is what scares me.

Until someone comes along and builds us a better mousetrap, this is all we've got. And I'm not sure any plan will be able to prevent 100% of all planned attacks. But for now something is better than nothing.
