Keep in mind, Peoria is a blue collar town that wants to be white collar.   It is one of the most bizarre places I've ever lived - the citizens love to fight to get along (think it has to do with it being full of labor workers mixed in with management).

200 arrests is a good thing.  Peoria claims to be a metropolitan area of about 300,000 (which is proabably bragging) and on a usual weekend summer night there are probably about 50-70 arrests.  So 200 arrests isn't bad.

Oh, and as Jack Nicholson alluded to in Batman - what this city needs is an enema.....
