Annually, the United States government spends approximately $14 billion on AIDS/HIV. That's 2.5 times what was spent during all of Reagan's eight years. Do you honestly think he gave a damn about what was then perceived to be a "gay disease"? As to my being on the "fringe"; well, if concern for our national debt and the burden it places on future generations; care for the environment; and fear for those on the margins of society puts me on the fringe, well, shame on the majority.
