I got it in an email.  I didn't check for its validity as I thought its value was in its humor.  I've heard of the exploits of Sheriff Joe and I have to say that I think he may be on to something.  I'm not sure that the recidivism rates from the people in his tent city would support his approach but I like the idea.  He does seem to be a bit over the top in his self promotion.
