You know David I thought the same thing and the first person I thought of was Kent. I thought it was more than a little strange that scenarios envisioned and discussed here by ol' KDB were so mirrored by Rumsfeld's remarks.

I think Kent predicted that in October before the election something horrible would happen involving a dirty bomb or suitcase nuke. And then Rummy says:

"...but what ought we to be doing today so that six months from now when another attack is attempted, and it will be attempted, we know that..."

Also Kent has mentioned on several occasions the Posse Comitatus Act and it's demise. And here we have Rummy bringing up the fact that little law sort of gets in the way for his DoD boys:

  "Indeed, the Posse Comitatus law has kept the Department of Defense away from law enforcement and policing-type activities."

He goes on to sort of sell the "heartbreak" having this sort of roadblock causes him. That is chilling and I hope we've just got a bad case of paranoia.
