Yep.  I listened to NPR on Friday to their report with regard to this and then read the same story in a more right leaning newspaper and came to the same conclusions.  It's all manuvering, but it's legal.  Where it might not be "appropriate" to stack the Supreme Court, it's perfectly legal, as is a long standing filibuster to prevent the appointment.  This way, no one administration can gain an upper hand.
