I think this is just a lie to buy some time. Float the idea you are going to send everybody a check, but the checks never materialize. It's nonsense stuff to excite his followers. 

Republicans in the House are saying there is no way in hell they are sending out checks to people. 

It's a PR move to help his sagging approval numbers.
