This report shows the TRUE PICTURE of the finances of that particular agency, whether it is a small-town water district, or the Federal Government of the USA itself. And, what they are reporting to the public isn't even 10% of the TRUE STORY!
At this moment, the Federal Government of the USA is running in excess of a SIXTY TRILLION DOLLAR SURPLUS, even while they are reporting to the press that they are in financial trouble and they are going to have to raise taxes or worse.
It is all SCARE TACTICS, and NOTHING MORE!
You see, all agencies of the government--- local, state, and federal release a YEARLY BUDGET. This is a document that merely lists the LIABILITIES of the agency, and NONE of the ASSETS!
The ASSETS of all these agencies DO NOT appear anywhere in any of the BUDGETS they create. This is probably the BIGGEST SCAM that I have discovered in my research!
Now, what would an asset of a government agency be?

Here is an example that George W. Bu$h was personally responsible for. By the way, all of this is completely verifiable and documented. Here is what BU$H did while governor of Texas in 1998:
In 1998, when Texas governor George W. Bu$h released his BUDGET, it showed a 6.9 BILLION SURPLUS. He got a lot of mileage out of the following scam, as it landed him in the midst of a coup d'etat, and he wound up in the WHITE HOUSE, even though he DID NOT WIN THE 2000 ELECTION!
DUMBYA wanted to look like a nice guy, so he gave back 2.2 BILLION of the 6.9 BILLION back to the people in the form of a SALES TAX reduction and rebate.
The ONLY PROBLEM was that in 1998, the COMPREHENSIVE ANNUAL FINANCIAL REPORT of the state of Texas showed the state REALLY had a 435 BILLION DOLLAR SURPLUS! So, instead of GIVING BACK money, he actually RIPPED OFF 431.8 BILLION DOLLARS from the honest working men and women of the state of Texas, as that 431.8 BILLION was NEVER ACCOUNTED FOR, as it just VANISHED INTO THIN AIR!
Well, it probably landed in an off-shore tax haven bank account, but that is another story entirely.
My research shows that there are 85,000 corporations that are owned by some level of local, state, and federal government. That is, they own at least 51%, or a CONTROLLING INTEREST in those EIGHTY-FIVE THOUSAND companies!
70% of the total outstanding stock in the stock market is owned by some level of government. This is almost THREE-QUARTERS of EVERYTHING!
The government owns 70% of all of the outstanding stock of XEROX, 80% of FORD, and AT LEAST A CONTROLLING SHARE of each one of the TOP 30 COMPANIES IN AMERICA!
They own more than 51% of each of the following:
AT&T, COCA-COLA, DELL, MOTOROLA
In addition, 95% of all outstanding shares of MICROSOFT that is NOT held by either BILL GATES or PAUL ALLEN (co-founders), is held by the government!
This scam is so huge that the total BOTTOM-LINE on the government's budget that is released publicly, is only TEN PERCENT of the total amount that is truly flowing through that agency--- the other 90% is completely OFF THE BOOKS!

The people in his county found out, and started a petition for a recall election for FRAUD. Thousands of honest and hard-working people were pissed, to say the least. Their petition drive was going gang busters!
So, this SCUMBAG POLITICIAN starts a SECOND RECALL PETITION AGAINST HIMSELF!
He used his connections, as well as his office and campaign staff--- pouring tens of thousands of dollars into getting himself kicked out of office.
When the two petitions landed on an Arizona state judges bench, the judge decided that two petitions were overkill and one of them needed to be dismissed with prejudice.
The judge decided to throw out the petition started by the angry citizens, and keep the one that the SCUMFUCK did himself.
So, the first petition was thrown out, and the second one--- was dropped the very next day.
The kicker of the whole story was a fact that was never made public until much later:
The judge and the SCUMFUCK POLITICIAN played golf together every Saturday morning, and still do, to this very day!
