Another option you could consider is writing to Jewel and asking that a signed picture could get sent to your friend. If it's a straightforward request, so they could turn that round quite easily for you (check her webpage). If Jackson Browne's people can get an acknowledgement back to me after I sent him a letter when he was on tour - your request isn't too outlandish.
A few years ago I tried to correspond with one `famous` musician in the UK because I knew another songwriter who was friends with him. The other writer let me down gently because he and the `famous` guy had a close friendship - so he'd (rightly) felt awkward in trying to act as my go between. Or failing all that, Ebay sometimes has signed pics of celebs on there - so that might be a quicker way of getting a pic.
