I suppose the other possibility is he thinks his followers do not know what seeking asylum means and he believes they think it means people looking for a mental hospital and so he thinks they are dumb enough to be fooled by this. 

It's hard to say but I think there is a reasonable possibility that Donald landed on saying countries are sending us their mental patients because of the term seeking asylum. I am thinking someone should ask Trump what seeking asylum means and see what he says.
