I take what MB is saying to mean...
In all of the best efforts of people over the years to make an attempt to create a better more democratic society, it looks like a long list of failures and this discourages many people. I believe he is saying with all of our best and brightest people, we need to try harder, do better, because there is within us...something better. We've just not achieved it yet for all our trying.
I did not think MB was giving up on democracy, just lamenting we have not yet found the best path to it.
