Most should never had been behind bars anyway.Their freedom in this red-ink struck, mostly jail system, I'd like to say came about because of letters written to local legislators, and some there probably were, but for the most part, resulted from the stark fact there's no money to feed and house them.Evolution by necessity, sounds good to me!
