The local outrage around here is the County Division of Water & Sewer has tacked a surcharge on your sewer bill based on the amount of paved area you have on your property. The money is diverted to erosion protection in the downstream watershed.
The amount isn't much for the average homeowner, but the commercial developers are crying foul over their cost. The sewer division is countering that the paved areas are creating such vast amounts of runoff during storms that the established stream beds cannot handle it, and the venturi effect is increasing the water's speed and ripping up the landscape it flows through. And they have the engineering studies to prove it.
