Same in the schools here, but I think it's also to do with the amount of MB downloaded while watching. Seeing High School kids in action when I work in the library, they rarely stay on task and are distracted by videos especially if they're violent, involve fast cars/motorbikes etc. I can understand why there are limits on usage...
