Congatulations, you've just waded into the "Federal Mandates VS Local Control of Schools" swamp.
While I agree with your points, most of those programs were axed when federal funds dried up and the locals wouldn't vote tax increases to fund them.
So do we go to the Reform School Funding debate?? The Ohio supreme court mandated the Ohio legislature come up with an equity funding plan 10 years ago, and the Repubicans have ben blocking it ever since.
