Or, he could have meant that no matter where one estimates "it," it's actual value is always higher. Hence, it cannot be underestimated. Aren't we reaching a bit for quibbles? And Gates has gotten relatively good reviews for his work cleaning up Rummy's mess . . . from both parties.
