Ramos and Compean are two Texas-based border security agents who fired on a fleeing drug dealer suspect who disobeyed an order to stop. Inexplicably, they were imprisoned over the affair, and the dealer (who was in the US illegally, was deported). Of course, he was later caught back here again, dealing again. He's now in prison or awaiting trial in prison on the later charge.

But there are clearly arguments on both sides of this case, and there is precedent in the pardon process as well (pardons rarely granted for inmates still serving sentences, they are usually an after-the-fact thing). All that said, these two are clearly better candidates for a pardon than Marc Rich or Scooter Libby or Richard Nixon.
