The thing is, ole D Rock, and the organizations he heads, or is dominantly associated with, make policy on one hand and pass out moneys with another(all the while suggesting there is no connection).

And assuredly, he is not alone in that sort of shenanigans.

While reading up on vaccination news, I came across this statement, which seems appropriate:

There are two reasons why people perpetuate a lie, even if they are not the original creators of it. Some do it out of ignorance or carelessness. Others do it deliberately with full knowledge. Sometimes it is difficult to determine whether facts are falsified deliberately or out of ignorance. Whatever the case, it is important to set the record straight when distortion of facts perpetuate a lie, especially when the lives of human beings are at stake.

and of course there is this ole standby which speaks to the mechanism:

"Those few who can understand the system (check book money and credit) will either be so interested in its profits, or so dependent on it favors, that there will be little opposition from that class, while on the other hand, the great body of people mentally incapable of comprehending the tremendous advantage that capital derives from the system, will bear it burdens without complaint, and perhaps without even suspecting that the system is inimical to their interests."
