It usually takes the form of expressed need applied against existing infrastructure/conditions.
Different solutions are proposed; discussed; accepted/rejected. Usually one rises as the most feasable - if there are multiples, more study /preliminary engineering is done on these options, and the process starts over with the truncated options.
Overarching the whole process is budget. No small consideration when you are talking in the multi -millions. Ohio has been making a point to lowball their consultant fees since the administration changeover.
