I'm not convinced that there is one coming anyway.  Bush really doesn't have time to conduct proper troop movements in order to do so in his last year in office, and the succeeding Democrat (whoever that might be) won't do it. 

All the report does is limit Republicans in their ability to use Iran as a fear tactic in the campaign.

But don't think there isn't likely a plan to weaponize at some point.  Likely, the "plans" have already been bought from Mr. Khan in Pakistan 5-6 years ago.  At this point, they can sit on them and continue to enrich uranium until some future day. 

Frankly, I'd be far more worried about some crazed follower of Al-Qaeda getting a bomb than the mullahs in Iran.  Those who expect Iran to "wipe Israel off the map" are deluded I think.  Among other things, there would be too much collateral damage to Lebanese and Palestinians. 

The right action with Iran is to keep on keeping on . . . perhaps eventually re-open diplomatic relations with the next president (both ours and theirs).  In the case of Iran, as opposed to Saudi Arabia, I think more openness would eventually lead to political reform.  It's important to note that while the conservatives hold power in Iran, the average Iranian is not so conservative and is not necessarily a religious fundamentalist.
