Don't think it's the same guy. The killer has been identified as a 19 yr old Asian student at the School.
I do agree, they should have been in full SWAT mode after the 1st shooting and tried to have the students lock down or get the hell off campus. It was a full 2 hours later until the second more deadly attacks. All they got was a lame Email.
