There probably aren't five U.S. companies who can take on this work; there may not be three.Why would any other company build and maintain the capability to bid on such projects when, not being well-connected, they don't have a chance of getting any work? Halibuton/Cheney-style corruption doesn't just eat the bird in the hand; it kills off the bush for potential competitors.
