It's pretty much an Lake Erie thing -  I haven't seen them on any of the inland lakes.  They are totally harmless, as they have no mouths & their only function is to breed and feed birds and bats.  They hatch, are everywhere for a week and then they die.  The kicker is there are three types, and they all come at different times, usually in the spring.  We've only gotten the mediun sized ones so far, but I did see a few big ones sprinkled in with them, so we might miss another hatch.
